I am not sure about that. Mean solar second, day or year is based on observations of the earth rotation and that is not constant. The UTC year is kept within .9 seconds of Mean Solar Year - and you can not ajust the Mean Solar Year, but we can ajust the UTC, and is doing that with leap seconds. The UTC is based on constant length seconds (SI seconds) - very well suitet for a computer...</description>
